As of 12 October 2026, a degree from a North Cyprus (TRNC) university cannot be recognised in Kazakhstan. The Higher Education Development National Center (ENIC-Kazakhstan), which recognises foreign education documents for the Ministry of Science and Higher Education, says so in its FAQ: education documents issued in territories Kazakhstan does not recognise as independent states are not subject to the recognition procedure, and the Turkish Republic of Northern Cyprus is the example it names (enic-kazakhstan.edu.kz/faq, in Russian, read 12 October 2026). So a Kazakhstani who will need the degree recognised at home, for employment or further study in Kazakhstan or for a medical or pharmacy licence, should not be steered to North Cyprus. UniNorth says this before a student applies, not after.
What ENIC says
- The FAQ asks which states' education documents are not subject to recognition in Kazakhstan. The answer: documents issued in territories Kazakhstan does not recognise as independent states. It names the TRNC as the example.
- The FAQ is in Russian only; the site's English and Kazakh versions show the same Russian text. The answer sits in the "НЦРВО" category, and searching the FAQ for "Кипр" returns it alone.
- The statement is not new. When we first read it on 9 September 2026 it was on an English page, enic-kazakhstan.edu.kz/en/faq/30. ENIC has since rebuilt its site, and that address has returned "not found" since at least 9 October 2026. The address changed; the position did not.
The rule behind it
The Rules for the Recognition of Documents on Higher and Postgraduate Education (Order of the Minister of Science and Higher Education No. 268 of 12 June 2023, as amended on 30 April 2025; adilet.zan.kz, read 12 October 2026) list the grounds on which recognition is refused, in Annex 3, item 9.
- Ground 5 is the submission of education documents from countries Kazakhstan does not recognise as a subject of international law. Kazakhstan does not recognise the TRNC.
- Programme accreditation does not answer it. The ground turns on where the document was issued, not on the programme, so WFME, ABET or ACPE accreditation changes nothing for recognition in Kazakhstan.
- Recognition is not a licence. ENIC's FAQ adds that recognition does not by itself give the right to practise. Licensing, internship, residency and specialist certification are decided by the competent bodies, for doctors and pharmacists the Ministry of Health, and they start from a recognised degree.
Kazakhstan calls the procedure recognition (признание). Older guides, including an earlier version of this page, call it nostrification.
The one open case: METU's Northern Cyprus campus
Middle East Technical University's Northern Cyprus Campus does not issue its own diplomas. Its graduates receive METU diplomas signed by the Rector, at the graduation ceremony in Ankara (METU NCC, General Information, read 12 October 2026). ENIC's FAQ does not say whether it treats such a diploma as issued in Türkiye or in North Cyprus, and we have seen no ruling either way. If METU NCC is your plan and recognition in Kazakhstan matters, get ENIC's written answer naming the campus before you enrol. A university that awards its own degree in North Cyprus is covered by ENIC's statement directly.
Medicine, engineering, pharmacy
Recognition comes first in every field, and for a North Cyprus degree it is refused. The accreditation table below is kept for readers who will work outside Kazakhstan, where the destination country's rule applies; for a return to Kazakhstan it changes nothing.
What to verify yourself
- Read ENIC's answer yourself: open the FAQ and search for "Кипр", or open the "НЦРВО" category. If the answer changes after 12 October 2026, write to admins@uninorth.net and we will re-check and update this page.
- Read ground 5 of Annex 3, item 9 of the recognition Rules (Order No. 268 of 2023) at adilet.zan.kz.
- Do not accept a substitute for recognition. A YÖDAK licence, recognition by Türkiye's YÖK, programme accreditation or an agent's assurance is not ENIC recognition of a document issued in North Cyprus.
- If a university or an agent says Kazakhstan recognises its degrees, ask for ENIC's written answer naming that university and campus. ENIC lists its enquiry numbers in the FAQ's first answer.
- If you plan to work outside Kazakhstan, the rule that matters is the destination country's. Check that country's page under degree recognition.
