Studying in North Cyprus from Jordan

As of 7 October 2026, no North Cyprus (TRNC) university is on Jordan's list of recognised universities. The list is kept by the Ministry of Higher Education and Scientific Research's Directorate of Recognition and Equivalency at rce.mohe.gov.jo/RecognizedUniversities. Equivalency of a foreign degree requires the awarding institution to be recognised by the Ministry for every stage of the study (Equivalency Instructions 2023, Art. 3(b)(1)). So a Jordanian who will need Ministry equivalency, for a public-sector post, for registration with the Jordan Medical Council, the Jordan Engineers Association or the Jordan Pharmacists Association, or for further study in Jordan, should not be steered to North Cyprus. UniNorth says this before a student applies, not after.

What the list says

We replayed every country on the Ministry's list on 7 October 2026.

• Under Cyprus, 11 institutions appear. All are in the Republic of Cyprus.
• Under Türkiye, 101 universities appear. None is in North Cyprus.
• No university in UniNorth's catalogue appears under any country.
• A Türkiye listing does not carry over to a Cyprus campus. Recognition covers an institution in its parent country only; branches outside it need their own recognition (Recognition Instructions 2023, Art. 4(d)). Bahçeşehir University's Istanbul listing therefore does not extend to Bahçeşehir Cyprus University, and the same article applies to the North Cyprus campus of any Türkiye-based university.

What changed

Eastern Mediterranean University was on the Ministry's list until at least 2013: the Ministry's archived Cyprus file shows it in copies saved in 2012 and 2013. The "North Cyprus" option disappeared from the list's country menu between October 2018 and April 2019. The Ministry published no withdrawal list and no reason. Anyone who tells you Jordan "has always recognised" or "still recognises" a North Cyprus university is describing a position that ended years ago.

The rules that apply

All of this is on the Ministry's Instructions page, rce.mohe.gov.jo/Instructions, read on 7 October 2026: the Equivalency Instructions 2023 (Official Gazette 5884 of 1 October 2023, consolidated text of 13 July 2026), the Recognition Instructions 2023 and Regulation 55/2023.

• Recognition at every stage. The institution must be recognised by the Ministry for each stage of study you completed there (Equivalency Instructions, Art. 3(b)(1)). Programme accreditation such as WFME, ABET or ACPE is not a substitute under this article.
• No prior approval, no "no-objection" letter. Jordan has no pre-enrolment approval step for study abroad. The Students Abroad portal at rce.mohe.gov.jo/sa is voluntary monitoring; registering there creates no recognition.
• Residence in the country of study. Equivalency requires 8 months of residence per academic year for a bachelor's degree and 6 for a master's (Art. 10, as amended in July 2026).
• Applied for after graduation, online. Equivalency is requested at rceapp.mohe.gov.jo once you hold the degree. The fee for a bachelor's degree is 50 JD. An objection to a decision must be filed within 60 days.
• Who decides. The Ministry's Directorate of Recognition and Equivalency, not the Higher Education Accreditation Commission (HEAC); HEAC's head only vice-chairs the committee. Registration with the Jordan Medical Council (JMC), the Jordan Engineers Association (JEA) and the Jordan Pharmacists Association (JPA) presupposes that equivalency.

Medicine, engineering, pharmacy

The professional bodies come after equivalency, not instead of it. The Jordan Medical Council admits foreign-trained doctors to its licensing examination on an equivalent degree. The Jordan Engineers Association, whose membership is mandatory for practice, registers on an equivalent degree. The Jordan Pharmacists Association does the same. Without Ministry equivalency, none of the three routes opens. The accreditation table below is kept for readers who will practise outside Jordan, where the destination country's rule applies; for a return to Jordan it changes nothing.

What to verify yourself

1. Check the Ministry's list directly at rce.mohe.gov.jo/RecognizedUniversities: choose the country, then read the institutions. Look under both Cyprus and Türkiye. If a North Cyprus university appears there after 7 October 2026, the position has changed; write to admins@uninorth.net and we will re-check and update this page.
2. Read Art. 3(b)(1) of the Equivalency Instructions and Art. 4(d) of the Recognition Instructions at rce.mohe.gov.jo/Instructions.
3. Do not accept a substitute for a Ministry listing. A YÖDAK licence, recognition by Türkiye's YÖK, a parent university's Istanbul or Ankara listing, a Students Abroad portal registration or a "no-objection letter" is not Ministry recognition of the campus you would attend.
4. If a university or an agent says Jordan recognises its degrees, ask for the Ministry's written confirmation naming that university and campus. Adding an institution to the list is a matter between the university and the Ministry's recognition committee; a student cannot apply for it.
5. If you plan to practise outside Jordan, the rule that matters is the destination country's. Check that country's page under degree recognition.
